Ah, here's a way for you to confirm. In the patch notes for 1.4, there is this item 'Screenshot names now contain the date they were taken on'. Take a screenshot with control+f11 (not the system built into steam but the one built into the game) and look into the game's install directory to find your screenshot. If the file name looks something like 'SH4Img@2015-12-12_02.43.50_345.bmp', then you are not running 1.3. I don't remember what the file name format was for pre-1.4 versions and I'm not going to install a fresh copy of the game just to find out.
